Do you mean not able to or that he declines to?
If he declines to-
an ineffective-but better than nothing means of contraception
If he is not able to-can he masturbate to ejaculation-but is not physically able to ejaculate in you./

If he can masturbate-this shows in working order and therefore cause probably psychological
If he has erections but cannot ejaculate then again cause probably psychological

If this is the case I suggest that he sees his doctor

You haven't gone into very much detail so its kind of hard to guess. One reason would be that if he's taking some kind of anti-depressants some of those drugs make
it very very hard to ejaculate or reach organism. Ask him if he's taking any kind of medicine.

if he's healthy physically, i'll say its psychological. read/watch/imagine too much about how he thinks sex should be. when it didnt turn out to be what he fantasise, he cannot get stimulated enough to reach orgasm. perhaps you should ask him what turns him on.
