that depends on how electrically conductive your finger is? IF your finger is wet you might small zap. IT wouldn't be any worse than sticking your tongue on a 9 volt battery, but in the right condictions ; contacting both terminals in the lighter socket with your wet finger, you could feel the electrical current

Um actually you guys are all liars. My sister just did it the other day on accident. The spring in her car charger fell out and she tried to grab it and she had a burn and a shock in the shape of the spring on her finger. Now she has a huge blister.

your finger will conduct a little current but not enough to be felt, in other words, nothing.
