The largest single cost is labor. Next I would say is land (a long time ago builders used to figure that a small piece of land would be a fifth of the cost in the final price of the home, now that figure is often much higher). I don't know if lumber, appliances, roofing or what would come next but once the builder is finished if the house is not yet sold the final cost is interest and it keeps going until it is off the builders books.

Steel would be one of the minor costs unless it is a steel framed house and it may have a steel roof.

I doubt it has much of an impact since most homes on the market have already been built and even bought and sold a few times already.

All costs to the builder are passed on to the buyer. If it costs the builder more to build, it will cost you more to buy.
