How do you balance a redox equation in the "basic state"?

I assume you mean converting an equation showing H+ ions into one showing OH- ions.

The trick is to add as many OH- ions to the side where there are H+ ions to convert them into water. You then add an identical number of OH- ions to the other side. You finish by subtracting molecules of water from both sides until the side with the least number doesn't have any.
