He is over the maximum # of innings (50) but he only has 91 of the maximum 130 ab's. He finished in the voting back in 2000 as a pitcher. If he doesn't get 40 more ab's this year (which he probably will assuming he stays healthy which isn't guarenteed) would he still be eligible?

No. As you note, he hit the innings pitched minimum in 2000, and he's also blown past the service time minimum. Any one of the three minimums ends ROY eligibility; Ankiel has had his chance.

Oh how I love reactions during times of high emotion. He hits a HR in his 1st game back (after looking foolish in 2 previous at-bats) and people are ready to crown him the 2nd coming. Here's a prediction - Ankiel will again meltdown and in 2 years, he'll be out of the league for good this time. Rick Ankiel = a MAJOR draft bust. The Cardinals didn't select him #2 overall in the draft to be another .250 hitter who can hit an occasional HR, they drafted him because he was a top left-handed pitching prospect and he's already proven to be a total loss in that respect. They should trade him while people still think he's actually worth something so they can get some REAL prospects.
