In the case of Japan, Germany and the Asian Tigers build a culture of continuous improvement. Read "Out of the Crisis," by W Edwards Deming who really turned Japan into a global power.

In the case of the United States, the inventiveness that seems to be part of the culture of course requires a lot of practical knowledge.

Like utopia, there is no way to reach a total knowelege based economy...someone has to shovel and lift...and some are just not suited for suits. That having been said....how about promoting by merit, and allowing those who excel to continue their education, reguardless of ability to pay?
