It's "tousle."
"Tussle" is both a noun and a verb, it much is a synonym of "scuffle," essentially a small fight or argument. "Tossle" isn't a word.

I believe the correct spelling is tousle... to "dishevel or mess up" or a "tangled mass of hair."
