Try the community centres. Some of them have function halls just for this purpose. The new one at Serangoon (at Serangoon North Ave 2, I think) is new and modern and seems perfect for your purpose. Check the phone book under People's Association for all the community centres or community clubs.

I've been told that some private clubs open their function rooms to the public, e.g. Orchid Country Club, Legends at Fort Canning.
