As was mentioned in a previous post, the Alien origin has some rather interesting documentation backing it up. There was mention in one of the Sumerian texts of a race called the Etherians, who were said to be 'beyond polarity...' The history of the rise of Sumer is sketchy at best, but the written history that they left is truly fascinating.

Sumeria (and Egypt) are thought to be the world's oldest civilizations (which, specifically, is older is a matter of academic debate). There wasn't a civilization that existed before the Sumerians, so such a civilization couldn't have taught them their culture.
However, there are the myths of various "lost continents" which might be what you are refering to. Atlantis is the most famous one, as recorded by Plato (in a work he never finished). If Atlantis existed, then it would have been the oldest civilization. However, Atlantis was at war with the rest of the world, so they wouldn't have been teaching their cultures (and Greece, Egypt, and Sumeria were supposedly advanced enough to be a formidible opponent, so even if Atlantis existed, Sumerian culture had already developed).
Other "lost continents" like Mu or Lemuria are modern inventions (the former originating from a false translation of a Mayan text, the later was a theorized land-bridge between Africa and Asia) and as such couldn't fit what you are describing.

Well, Jarmo and Jericho both date from around 7000 b.c., about 2000-3000 years before Sumer. They aren't EXACTLY in the same spot as the Sumerians were, but close.
The Ubaid culture (5300 b.c.) was also a bit before the Sumerians, but not everything that was found in Sumer was found first in the Ubaid culture.
Then there's the alien theory, which actually has some pretty interesting evidence to back it up, if you wanted to do some researching on it.

Sumer, Babylon, and Assyria, all about the same time. I don't think they completely adopted another culture, more like cultural diffusion where they integrated other cultures within their own.

What I can find leads me to say that both Sumeria and early Chinese civilizations benefited from those of Akkad.
