If you have an international license that is still active you may drive. As far as your insurnace goes you will need to advise them you no longer have a license for the United States. In most cases their will be a surcharge on your insurance. This is because now if you get a ticket it will not be show on your driving histroy in the United States.

As far as Delhi, you need few documents to get International driving license
1) Your All over India license
2) Passport with Visa of the country your visiting (most important factor)
3) few other documents like your PAN card/Election card to verify your address and other details

If you have and Indian license You have to give an application to the RTO.They will issue an International license .In some country it is not valid .But in many country you can use for a stipulated period and with in that time you have to obtain the license of that country .In some country you can use international license to obtain a local license of that country

An international permit is NOT a drivers license. It is only used for translation purposes. it is worthless and cannot be obtained anyway if not accompanied by a valid license. also, It must be obtained in your country. As for your insurance. It depends on where you are and the company you are insured with but it probably is no longer in effect
