There is federal laws. He may refuse to put it in, if you refuse to pay to let him fix the leaks. It's been a long time since I took the test, but I know there are regulations banning the practice of "topping off" refrigerant levels when you know that there is a leak. You have to fix the leaks.

A good service person will refuse to just add freon and not fix a leak. May be a law but more like common sense. Refrigerant is covered under EPA rules. It is not good or safe to have it leaking into the atmosphere.

It is a federal law that a machine must be fixed if it is leaking. If it must be recharged more than once a year, there is a big leak that should be able to be found, and fixed. Fixing the leak will be expensive, but cost less than recharging each season, and cost less in energy use as the machine becomes less efficient as it looses charge.

If you are having to add freon into your system every year. "There is a Leak" get it fixed or get a quote for a new system. An A/C system should not have to be Recharged for the life of the system unless a "LEAK" has developed.
