If you are talking about the flexible hose that goes from the outside back of the machine into the drain or sink then any hardware store will sell those. Get the metal reinforced ones if available.
If yo mean the plastic pipe that goes up the interior of the washing machine and then comes through the back for the drain hose to go onto you need to get that from a store that sells parts for you brand of washer or from a place like the Internet link below.

Yes, these hoses can be replaced when they become brittle. Same for the hot & cold water hoses too.

Yes go to the hardware store with your old one and they will set you up with a new one

it really depends on the washing meacine. but the newer one yes. i work on ours with my dad when they break lol. but yes there r. got o rual king/local mantinse shop and tell then what u need and they houd et it for you. hope this helps!
