You have to determine if you have access in your attic to drill through the top plate and drop a cable into the wall. In my house, this is impossible on all the exterior walls.
If you have access, pick the spot where you want the outlet. Follow an imaginary line vertically to the ceiling right above that spot.
Take a piece of thin gauge wire and, with a pair of pliers, gently work the wire through the sheetrock until it enters the attic.
Feed enough of that wire into the attic so that when you go into the attic you will be able to see it protruding from the insulation. This will help you locate the top plate of the wall. Drill through the top plate, drop your cable and install an "old work" box for your outlet.

this can be a frustrating task for a beginner. basically you have to cut in the box, drill a hole in the top or bottom plate of the wall, insert a fish tape or similar item into the wall, tie the cable on and pull the cable into the attic or crawl space. go to home depot or similar stores and read up in their electrical book section on how to fish and you will find a wealth of information. no cable company can require you to pay only them to do the job as the industry is deregulated.

Most major cable companies require you to call and have them do the installation. It's about $30 per room.

If you have to go any distance upward, you will probably have to drill through blocking.
If you're going down, you will have to penetrate
the bottom of the wall framing and maybe the
sill plate.
Unless you are only going a short distance to an
easily accesssible unfinished space - Pay the man. The tools are expensive.
