problem starting a 94 buick regal custom?

every now and then when i go to start my 94 regal, it wont start. it will act like it wants to turn over but wont do it until it sits for 5 mins. When i finally get it to start it will run fine then when i get where i am giong it will make a loud thump from the fuel tank.. i know my problem is the car its not getting enough fuel but should i start with the filter or the pump .....thanks

well one problem I have seen. There is a bowl that the fuel pump sits in to keep the fuel pump in fuel, if this has come loose and they do, it could be a problem. I would start by dropping the tank and going from there.
