what is a better career a computer technician or a computer programmer? And why?
What are the advantages and disadvantages for both careers?

Depends on the level of technician. If you mean someone who installs hardware and software, troubleshoots and fixes PC's, the educational requirements are probably less than for a computer programmer, but the salary is probably less also. Which is "better" kind of depends on what you want.

If you like to be out and about more, the tech job probably gives you that - a programmer probably spends more time in his or her office.

Some programmer jobs have been outsourced overseas - probably not very likely for the hands-on tech job.

i am just completing the same kind of program in london ,england. the course was $3000 and the teaching was worthless,i would have learned more reading the comptia a+ book by mike myerys and getting some hands on practice by volunteering or even paying to be involved at a computer repair shop. i suspect it will still be nearly impossible to get a job as a tech and it might be easier to go self employed and get some work privately. why - because computers are a dime a dozen...just hardware.

programming is an art and we need good programmers with intellectual minds.
