Cylindrical pipes are the easiest to manufacture, and a circular drainage cover is the best (only) shape that caps off the end of a circular tube.

Actually, it is because circular lids cannot fall into the hole no matter how they are turned. Square ones, if put in along a diagonal, can be made to fall into the hole, meaning an expensive trip out for the utilities company.

it is a manufacturer's decision. The ones in front of my house are square.
