The cheapest polystyrene foam you'll probably find is, as mentioned, at a home improvement store like Home Depot, etc. It's sold as various brands and types of insulation for walls, roofs, etc. If those sheets are not as thick as you want, you can glue one or more on top of each other then treat them as one.

Try the building store or lumber store. They sell styrofoam slabs as insulation. It will cost you a bit of money.
Another alternative is to phone the recycling depot. People sometimes send their styrofoam pieces (box liners) to the depot along with all their other recyclables.
In fact, you may be able to call a hardware store or two, and get some of their waste products from packaging. When they unpack merchandise, it is sometimes packed in styrofoam, and some of it goes into their trash.

I made a really great one for the holidays: Using styrofoam blocks, build a 3-tiered base and secure with dowels. On the top, place the green part that you cut off a pineapple. Hollow out the rest of the pineapple, and fill with a fruit dip, setting it on the bottom layer. Poke grape clusters and strawberries around the foam pieces, then tuck fake flowers to fill it in. It was stunning, and not all that hard. And it was delicious, too!

You could go to Hobby Lobby...if they have those in Canada.
Or Michaels.
Basically all craft stores should have them.
Even Walmart carries them.

I don't know of any wholesale places, but if you go to Michaels.com you could ask them to give you a price break for purchasing a large amount.
