Transfer USD from Nigeria?
In order to legally convert Nigerian Naira into hard currency and transfer it abroad as payment for services (Form A) or goods (Form M) you need to fill out and file certain forms unless you have hard currency on a domiciliary account.

If it is only a small amount, I suggest to transfer money out of Nigeria using Western Union.

I do not recommend anybody to transfer money into Nigeria.

Don't do any 419 scammers any favors! Save your money & don't fall for the scam. Do not contact them. Do not offer to help. They will take your money and ask you for more. When they finally have tapped you of all of your available cash, credit, etc they will no longer have need of you. You will not receive any money for your time or your service, or help.
