Ok. This is what I´m interested. I´m staying in Boquete, Panama, and at 8:30 the local police do sweeps, and if you don´t have an id, your taken to the jail. I was wondering if there is a way that I can fill in my basic information, like Name, Birthdate, Birthplace, etc. scince I´m out of the U.S. and cannot request the paper(s). If there is, please post a link, thanks. Also, I get back to California Aug 30th, and I was wondering, if there is a way to request in San Diego for an ID to be made for me by the city. I´m 15 years of age. Thanks you guys, bye!

No, there is nothing you can do. You can get a California ID card when you get back to San Diego. You'll need to present to them 2 forms of identification (birth certificate & social security card are the most commonly used). You can also ask your parents to take you to get an ID in Panama. However, you cannot get ID papers online.

No LEGAL ID can be acquired on-line. This is true anywhere on the planet. If it were possible, identity theft would be even easier than it is. I recommend visiting the nearest US consulate office. They can assist you with acquiring a US ID. Legally the consulate IS US territory.
