It sort of depends on where in San Diego they'll be moving to. How much money are they coming out to SD with? I'm assuming they're coming from out-of-state.. I can tell you right now that the closer to the ocean, the more expensive it gets.
There are really not many CHEAP places to live in SD. It's one of the most expensive places to live in the US!! However- a mostly decent, centrally located part of SD still in the "affordable" range would be around Clairemont, Mira Mesa, Clairemont Mesa, or Serra Mesa. (off 163/15/805 fwys) I lived in Mira Mesa for a while and that wasn't toooo expensive either, plus if they want to go to school there are several good community colleges nearby. If the boys want to go cheaper, they will have to go more inland (like Poway, 30min N of SD; or El Cajon, 30 min E of SD). I recommend staying away from La Mesa for sure. Craigslist is a great place to start finding places w/ rooms for rent or even apartments.
As far as jobs go, there is lots of opportunity for employment in many fields. I would recommend looking in person as well as setting up a profile and resumes on Monster / Snagajob / Craigslist SD, etc.
It's about as hard to "make it" in CA as it is just about anywhere else - you have to be determined and work hard no matter where you are. But to be truly successful it takes something special. Since I don't know your bf's friend/brother I can't suggest where they might want to concentrate their talents. But it's lots of fun living in SD, and you don't have to be super successful to enjoy life in a beach community.

In San Diego the weather is very nice, and we have 4 seasons--tourist season (from Easter to Labor Day), the holiday season (from October to January first), tax season (from January 1 to April 15) and the dead season (September to mid October).
There are lots of jobs in the tourist industry, but those will be closing down in about 2 weeks!
The best thing to do is stay with someone for a while, so they can save up money for an apartment.--or maybe they've already been doing this and have enough for a first and last months deposit?
But if they haven't come by now, they should wait till October!

San Diego is expensive. Rent is cheaper if you go inland. La Mesa or El Cajon might be good places to look for an apartment.
I'd suggest searching out the job market before moving. Some good sites to look are:

It's terrible out here. No jobs. Everything expensive. Overcrowding. Illegal aliens crawling the streets. Crime. Locusts. Plague.
Seriously, that's the last thing we need here is someone else coming out with no marketable skills and just trying to "make it" in California. Go to Las Vegas or something. Or Phoenix. But, please stay away from California.
