It's preinstalled on all newer Windows Operating Systems(2000 and above). If you're using XP, 2000 Pro, or Vista then you can only have one person on the machine at a time. To enable it, goto your control panel and open your system properties. Then click on the remote tab, and check the box to allow other users to connect to your computer. With the server edition of Windows you have up to 10 users that can connect concurrently to the machine, but if you need more than that you need to install Windows Terminal Services.

It's a service you can install on Windows 2000, 2003, etc SERVER edition
