I couldn't find anything about it, but it does appear several were made. It could have been some special commerative or something that someone other than the US Mint made. Here is what it is worth at eBay.

It sounds like a "novelty" penny, a regular penny which was doctored by an individual or company. The Johnson Smith Company (may still be in business), used to sell pennies with Lincoln smoking a pipe, looking at John Kennedy, and other amusing effects. 1975 was the year before the Bicentennial, and the anniversary of the actual start of teh American Revolution, so the patriotic theme would be understandable.
