try www.switchboard.com it works for phone numbers but not sure if they have a reverse lookup or zabasearch.com but i think you need the persons name for that

Go to www.whitepages.com - there's a tab marked "Reverse Address". You can type in any address and the person's name who is associated with that address comes up along with their phone number. And it's free. If the person's phone number is unlisted, though, it probably won't come up.

If you live in American www.411.com is great but if you live in Canada, www.canada411.com is great too, all you need to know is the province/state they live in and there last name.
