Satan is not ruling the world, but he has been given freedom to try and capture all souls unto himself.
God is always in control of everything that happens but don't forget we have been given free will to do what we wish.

Incorrect response regarding the eye of Moloch on the dollar bill, it's The Eye of Providence or the all-seeing eye which is a symbol showing an eye surrounded by rays of light or glory, and usually enclosed by a triangle. It is sometimes interpreted as representing the eye of God keeping watch on humankind, has nothing to do with Moloch.

When Lucifer was cast down he was allocated this world to be his to rule. He was created by God to rule and for some reason he could not be uncreated. Jesus acknowledged this when he refuted Satan`s offer of all the cities of the world in return for worshipping the devil. I think we are stuck on this particular plane because we are half ape half angel who were corrupted when Adam and Eve disobeyed God. We were supposed to replace the fallen angels but the old snake did a bit of celestial sabotage which left us half baked but redeemable.
