You can buy it from dell and customize it

You can reinstall XP on a Dell. But b4 you buy it make sure that there are drivers for XP or you will be hosed. I almost bought a notebook but I looked around and found that there were NO XP drivers only Vista. Desktops shouldn't create you problems but spending a lot of money for a computer than turning around and have to spend a ton more may be pound foolish.

Yes. I believe Dell is offering Windows XP as an OS option again.

No.
You can order a new Dell, that comes with Vista, but you will have to purchase XP and install yourself.

Doubtful, but they do sell some with Ubuntu Linux, or you could get one with Vista, format the hard drive and install XP on it.

Go into www.dell.com look under desktops.They still offer windows xp in some models.Just looked and they have some.Go look you self. Good luck.
