It's called "Wagging the dog". Used all the time. Like when you see Britney Spears on the front cover of the newspaper...you know they're manipulating people's views and turning their attention away from some political scandal. You should watch the movie "Wag the dog", it's very insightful.

If the media is doing the manipulation it is bias. If it is from the political system in place (the government) it is propaganda. If the government is pressuring the media it is playing an unfair role and preventing free speech.
Actually (to Krevorkian, the poster above) the printing press was a bad thing for Catholicism - it helped the Reformation and the spread of Protestantism which in turn brought down the behemoth of The Church.

You're probably thinking of 'propaganda' - though it can be the use of any media by any ideaology to get thier agenda out there. It's not something restricted to an established political system. For instance, a leaflet handed out by a revolutionary can be just as much propaganda as a radio broadcast by the leaders he's trying to oppose.
The origin of propaganda, by the way, was with the Catholic Church, and the media in question was the relatively-newly-invented printing press. Just a bit of trivia.
