how can i create subdomains such as
bla.mysite.com
and give a specific account ftp access to only that area?

try piczo.com, you can create a subdomain free, and password it in the builder.

This is a question for your hosting company, since different methods apply to different hosts. I'm with HostRoute - all I have to do is create a subdomain, then create a user with the same name as the subdomain and it's automatically configured to give the user ftp access to just that subdomain. I don't have to do anything - the control panel takes care of it for me.
