a junior is working on the third year; that'd be over 60 and under 90 semester hours.
ADD: In a semester hour program, a full load is 15 hours per semester or 30 hours per year.
The classes are Freshman, Sophomore, Junior, Senior, (super-Senior for those on the the 5 and 6 year plan), graduate.
30 hours x 3 years is 90 - but that means you've completed 90. If you've completed 90 then you're done with the 3rd (Junior) year and are a senior.
A junior has completed the first two years (50%) and has two years remaining. Another way you can calculate what is a junior is to find the number of hours required for the degree and divide it by 2. That's the half-way point. Multiply the number of hours required by .75 and that's the start of the senior year.

Each college is different; however, most break down their Class Standing as such: Freshman: 0-29; Sophomore: 30-59; Junior: 60-89; Senior: 90 and above. You can usually find this information for your school in the Undergraduate Course Catalog, under Academic Policies.

Depending on the program 96 credit hours normally qulaifies you as a junior. Most degrees go in 64 credit intervals.
It also depend on if you have semester hours or quarter hours.
