They allow little birds to come and eat all of the stuff that gets stuck between their teeth. In return for this service they decide not to eat the little birds. Win/win situation.

Most dragons are not in need of teeth brushing. The few exceptions don't brush there teeth, but as there teeth rot new ones grow in there place.
Most dragon teeth are very durable.....one species in particular spits acid, so obviously the teeth must hold up to horrible conditions.
Few dragons are awake at the moment, most have been hybernating for the past few centuries. The water based dragon in Loch Ness is due to start hybernating soon but there are at least two on Britainnia that will awaken in the near future as well.
