Only do it if you really mean it. Don't tell someone you like their dress, instead, compliment on how well the color goes with their hair. We can all spot phonies when compliments are being handed out, so you have to REALLY mean it.

I think that your question is how to say, "Thank You," in as elegant a way as possible. In different languages, here are my favorites:
German: Ich danke Ihnen bestens. Second best is: Am besten dank
Others say: Danke schoen (the reply is bitte schoen). Danke sehr (bitte sehr).
French: Merci; merci beaucoup (everyone says that); merci bien; merci, vous etes tres gentile. The last is my favorite in French, to be used after you have thanked people in all other ways.
Netherlands: Mijn dank ist grot. That is the greatest expression of thanks that I have discovered in the Netherlands. You have to raise alot of spit in the back of your mouth to pronounce the "g" in grot.
