At my college in Minnesota there is a legend that has that part of one of the dorm buildings and a practice field were built on an old cemetery. A girl is said to be seen hanging from a tree at night by the dorms. I thought it was illegal to build on cemeteries. Am I wrong?

Its illegal to build on cemetery if you don't move the graves. So if there was a cemetery there then the graves have been removed and relocated. Its a very long complicated legal process that tends to take a few years to resolve, thats why most of the time they just build around the cemetery instead of trying to build on it.

umm hello If you didnt know the cemetery was under there it wouldn't be illegal some cemeteries can actually be unconsecrated and made unholy again, yeah I guess now a days it might be but idf the cemetry was old and forgotten then it wouldn't be a problem some don't even have markers so the only way to find out there was one there would be to dig a grave up. in europr it isn't uncommon to find that you house is on top of a cemetry from some time let it be roman or celtic or whatever In paris it can't be there are catacombs filled with bones and streets on top of them along with old cemeteries, If it was cemetry then why would a girl be hanging there it is not like a cemetry is a place where grisley murdurs happen it is just a place to bury the dead so if the tree was a known suicide tree then it would make sence but it wouldn't be a cemertery, yes in some place it is illegal but it really all depends it is probably just a rummor and ghost story don't worry about it

You are wrong, there are MANY things built one top of old cemeteries, however, in most circumstances, the bodies have been moved before building happens. It depends on just how old it is.

A few cemeteries are protected, but in most places, once it is full and unattended, it can be "relocated" and the land re-zoned.

An interesting note, is that in my home town, while re-locating bodies, there was so many bodies that had been buried alive that autopsy became mandatory for the whole province to prevent the living from being buried.

There's a legend at every college that _some_ building was built atop an old cemetery. And stories of ghosts of girls hanging from trees are more plentiful than apples in an orchard.

I think it is. It is not a very good idea to build on an old cemetery, especially ancient burial grounds. Have you ever seen the movie Poltergeist? it would be alot like that.
