1) You sign up for high speed internet
2) you buy a Wireless Router from a computer store
3) you setup the wireless router to work with the highspeed internet (from number 1)
4) Connect to the internet via your wireless router.

If you already have home broadband you simply need a wireless router. Make sure you get an ADSL one if you are on ordinary broadband. If you are on cable, you will need a wireless cable router.

If you have no other means of internet access, Vodafone have a 3G PCMCIA card that you can use to access the internet. I believe O2 also have one. The contract is not cheap (£50 for 1 GB per month is the top tariff). I lived on a boat for 4 years and had no alternative. You can also pay £5 per month PLUS a data usage fee.
