what are the chances of a person getting approved for a checking account if they are reported to chexsystems?

Wells Fargo has an account called an opportunity checking account that is designed for people that are on chexsystems. You will have to pay a service charge, but at least you'll have an account!

At the bank I work for, 0. Anyone on chexsystems is automatically denied. We give them the number to call and tell them that if they clear up the matter to come back.

Some banks, however, offer "second-chance checking." I believe some credit unions do as well. Look around in your area for these things.

Your best bet, though, is to pay off any overdraft before you get reported to chexsystems.

Do the right thing and take care of the problem you have, then there will be no problems getting an account.
