im not that car literate so im not sure but the car has been sitting a while and somebody said the shoes make stuck on the brakes, there is a good bit of rust around the whole thing. What would be the best way to fix the problem if that is what is wrong?

Jack up the rear of the car
take the rim off

Take a 2LB sledge hammer - tap around the outside of the drum with that.

Make sure you dont smack the studs.

Alternate between the left and right - it will break free after a bit of smacking it.

Once it moves, put the rims back on and turn them that wiull get all the rest out. Feel free to smack the rim with the sledge if you want to.

Use either a large screwdriver or a brake adjusting tool and remove the dust cover on the brake adjusting slot and move the star wheel to loosen the bottom of the brake shoes. Then take a hammer and tap on the drum a little to break it loose also. Then you can try to hit it on the rear edge of the drum to help it move forward some. Keep it up and you can even use some penetrating oil on it to soften the rust. Good luck.

If you could get to the back of the drum spray it with lubricant like WD-40 or similar and let it soak for awhile, hopefully it will loosen up enough to eventually get the drum off and get the brakes serviced

hi jen. i responded earlier..if it is a frozen parking brake cable all the oil and hammering will be in vain... so check the cables first
