Bush 1 pushed Iraq out of Kuwait.

Clinton used the Republican congress to turn around the recession he inherited from Bush 1. And Monica was older than 19 and was a willing participant from all accounts.

Bush 2 allowed Osama Bin Laden to run and hide in Pakistan and removed the only secular leader in the middle east and allowed Iraq to plunge into sectarian violence.

Carter- got 400 hostages in Iran freed even at the cost of losing reelection.
Reagan- out spending the Soviet Union on defence. Star wars etc. scared the Soviets and they knew they couldn't muster enough money to out spend him on such things.
Clinton- the longest period of prosparity in history. The first budget surplus in decades.
Bush- a few off hand compliments and pity for victims of a shooting in Virginia and a bridge collapse in Minnesota. Although not a positive accomplishment he managed to bring a multi trillion dollar surplus to a multi trillion dollar deficit. Amazing. He also managed to become one of the most hated men in the world and has single handedly undone the hard work of diplomacy made by predicessors both D and R.

My vote is "none of the above". I say Abraham Lincoln for somehow taking a divided nation and even though he was forced to use military force, gave the people of the US "pause" through his words and speeches to once again unite us.
