There are any number of reasons for your floppy not working after you installed a new drive (or any new equipment, for that matter!).
If you didn't unplug the computer before mucking with it, you may have shorted the unit either via static electricity or by touching a power line to virtually anything other than ground.
You said that the year-2000 computer has WinXP, but that didn't come out until 2001, which means that the computer was upgraded, so it's *possible* that your machine's hardware isn't compatible with WinXP. If you know your floppy drive's make and model, try searching for a driver upgrade from Microsoft or the computer manufacturer's website (WARNING: upgrading drivers can cause stuff to malfunction! If you don't know what you're doing, don't do it!).
It's also possible that the addition of the new DVD drive caused a drain in the power to the point that you need a better power supply. For example, if your current one is max output 350 watts, you may need to go higher; for future growth, make it about 500 watts (keep in mind that higher wattage power supplies may require a larger chassis than you currently have; in that case, most stores will let you return the new supply, but ask, first; also, if you don't know what you're doing, power supplies - - even unplugged ones - - can be extremely dangerous!).
The easiest way to tell if your floppy is kaput, is to unplug the computer, then unplug the new drive's power cable and data cable (some units have just one such connection), then put the plug in the computer, turn it on, and try the floppy drive. If it doesn't work, then either the floppy was bad to begin with, or it got fried during when you first installed the new drive. If it works, turn the computer off in the correct manner, then unplug it, then re-attach the new drive's power and data connectors, then re-attach the computer power plug, then turn it back on, and see what happens. If the floppy (and everything else!) works, then you probably had a loose connection. But, if the floppy doesn't work, either replace it, or unplug it from the inside and forget about it!

first check it cable(on the backside) make sure red line is towards the power
second if that is not the problem then go to your local flea market where you can find a floppy drive for around $2
