Is he replacing both O2 sensors?
If so, $400 is not an unreasonable charge from a dealership for replacing both O2 sensors.
The O2 sensors for that vehicle for the OEM versions cost $125 each. So you're looking at $250 in parts alone. You're probably looking at 1.5-2hrs labor charge.
Don't use second hand O2 sensors on a Toyota/Lexus. I've had only bad experiences with them and ended up changing them out again for the OEM ones.

If you don't know, you have no choice but to trust your mechanic or the dealer to do it for you, and pay the price.
Some vehicles have up to 4 O² sensors, and if all 4 need to be replaced at $125 each, that would be $500 right there just for parts, so the price is not necessarily out of line.

You will have to find out which sensor is bad as there can be as many as 4 of them on your car. Depending on which one it is, it can be a 5 minute job to replace requiring a single wrench to do it. I recently replaced all 4 on my blazer in less than 15 minutes.

that is high for a 0-2 sensor, and your right they are a cheap part to buy ,the problem is you never know which one to buy unless a good shop can diagnose exactly which one it is,sometimes this can be done with a scanner to help narrow it down, that my be your only option is to get it scanned, putting the part in is easy, finding out which one it is can be difficult sometimes, good luck on it.

Majority of that is from labor. Prices range due to brand name. O.E is fine, price isn't an issue. You can opt for the cheaper one.

You actually have 2 of them. It can be done by any mechanic and maybe even you if you are mechanically inclined.
