You need to get a healthy hobby. Ride your bike, play sports, or hang out with your friends. School starts soon anyways and you will be plenty busy.

No hobbies?
You are old enough to volunteer at any number of places.
Help an elderly neighbor.
Babysit for a really hassled single mom and give her a break for a couple hours. For free.
See if the vet can use some help cleaning up, it will give you experience for the spca.
Read.
Write a story.
Learn to sew, knit, crochet ( and no, it's not just for old people ).
Pick a program on the computer that is office based ( like Excel if you have it ) and learn as much as you can about it on your own, or get "Excel for dummies" or the like. Any skill you can get will help you get into college later and get you a great job. If you are going to work for the spca, then how about getting some animal behavior books. Maybe you can help turn an abandoned pet with behavioral issues into an adoptable pet. ( you dog whisperer you )..

TV is a mind killer.
Here are some things you might try to kill boredom. (And I mean KILL.)
Read books
Work on puzzles (word and number and visual)
do things with your hands, woodwork, fashion designing, mosaics
Garden, Plant some seeds and watch them grow
Feed birds, learn their species and watch them with binoculars.
Learn a new language, If I were 15 I would study some Indian or Chinese language, every day 30 minutes, by the time you are 20, you will be fluent, and perhaps have many business opportunities.
Teach yourself Calculus or Napoleonic law or some obscure thing no one else is doing.
Do bodybuilding. Develop the greatest muscles and watch them grow every day.
But sometimes boredom comes from vitamin deficiencies, so make sure you are not all sugared up and take a multimineral and Vitamin especially B's)
Good Luck!

Maybe you can get a job at a pet store so you can work with animals, or see if anyone around you wants help with their pets, like taking their dogs for a walk. Also I think its great you want to work at SPCA!

The latest sensation in all day of doing nothing is World of Warcraft or Everquest 2 or Sims. I haven't played any except Everquest 2 and there are plenty of girls there. Most have free trials. If that doesn't do then get a DVR?

You can always do stuff to suprise your parents, like clean or gardening. It is the little things that mean alot. Try reading the bible.
