I've answered this question a couple of times already, but, since you've obviously missed my answers, here it is:

Police vehicles are usually low-priced, base-line vehicles with as few cosmetic options as possible. Since the manufacturer offers the cars at "cut-rate" prices and with fleet discounts, they cut corners as much as possible. Since even "dog-dish" hubcaps cost a few dollars, they are deleted.

In addition, most police departments don't want to be bothered by hubcaps flying off during high-speed chases and/or vandalism and theft while they are parked in some areas. There's also the ease of maintenance factor, since their mechanics need to service the brakes, suspension and steering systems quite frequently, it makes it easier to pull the wheels without having to pop the hubcaps.

They often times have to leave the prepared surface of most roads. For instance, state troopers have to cross the median on highways to go after speeders and city cops sometimes go down alleyways chasing people. In short, the hubcaps wouldn't last but a few days before they flew off and assualted some bystander.

Less stuff to break and fall off. They often have to go off road and make manuevers, hubcaps tend to break and fly off during high speeds and off road situations.

Hubcaps are usually cosmetic and serve no other purpose.

they do but they are pained black or built behind the beadlocks, because they can get very dirty so they dont want the hassel of washing them. The cops that are doing recon take them off though, but all cars have them even if they arent being used.
