My sister is taking her children and is on a strict :) budget. Would like some ideas for her and the kids to while they are there.

Virginia beach is a tourist destination, so there is not much "cheap." The beach is free, walking is free. They have a trolly that goes up and down Atlantic Avenue, that may be good for a little entertainment. There is the Virginia Aquarium and Marine Science Center, but the prices have gone up since I was last there. However, if you want "free," you can hang out front and watch the seals play. No charge for that, but the kids will want to go inside.

There is a light house on the military base out there. I can not think of what the name of it is. I have not been there for almost 10 years, so I do not know if you can still get on the base to tour it.

They often have free concerts on the beach. You don't have to be on the beach in order to enjoy the concert. With young kids, I would not suggest it. You can walk down the beach a mile and still hear the music pretty well.

bring a volleyball and play in the sand. dig a giant hole with her kids and put her in it.
