why is there no temperature change during a change of phase?

Because the change of phase either absorbs or emits energy, and the temperature does not change until
all the material has changed phase and all the energy used for it or emitted by it has been expended.
EG. You put more heat into ice. The ice melts faster absorbing more heat, but the temperature doesn't change until all the ice is melted.

Change of phase is like change of state from solid to liquid or liquid to gas. Just as the latent heat is used up to unbond the molecules, the heat energy is used to change the molecular bonds in one phase to another.
