Sure. For the same reason you "fall" asleep when there is no falling involved. For the same reason you go into the stands to sit. For the same reason slim chance and fat chance are equal in meaning. Because English is a strange language. We would be better off if we all spoke Afrikaans.

I think it is mainly because that is what has evolved over time and that is what we are used to saying. some alarm systems are wired for fail-safe, that means that they are on when they are not in an alarm condition. When the alarm goes "off", the alarm relay drops out, and then the alarm sounds. So the intruder, set the alarm off.

The alarm switch is set to the "on" position where the audio tone, buzz, music, or whatever your alarm has to alert you activates or goes "off" at the designated minute set by you or with a triggering mechanism. Or in this sense, you turn on the audio to go off and to quiet the audio, you turn off the alarm to reset the audio on.
