Some people buy phones off the internet - Same model or compatible model for your manufacturer so the SIM will install with the phone. Only the SIM (if used, most new phones have one) identifies your phone as your number so it will work. For phones without SIM you need to get a new phone through your provider either in store or online at their web site. Web site prices are usually lower than in store prices.

If you didnt have insurance on the phone then ask friends or family members if they have any old at&t or cingular phone they dont use any more and put your sim card in that phone it works without a problem or try ebay or craigslist if you dont want to go to at&t and pay full price. you might be able to get a phone upgrade but you will have to commit to another two year contract

Here is what you could do. The choice is up to you.
You could find out how much it is to repair and just get it fixed. OR ...
Pay full price for a new phone. See if they have cheaper refubished phones. Buy an AT&T phone or an unlocked GSM phone off of ebay. Buy a cheap AT&T go phone and use your SIM from your broken phone into the go phone
