The Consitution!. Each state has two Senators elected every six years.
The House of Representatives is based on population. Reps elected every two years. I'm not sure what previous limits have been, but I think the current number of Rep. allowed is 435.
The idea is states with a smaller populations have an equal say in issues. The Senate is a more powerful body than the House---power is more evenly distrubuted. In the House states with the larger populations have more sway.

Per The Constitution, each state gets 2 senators. If, however, you are asking about congressmen, it is base upon the state's population. That's one of the reasons we do a census every 10 years. There are only, I believe 365 congressmen. After the census is completed, they allocate those 365 seats to the states based on population. Some states lose; California and Arizona gain.

Every state has 2 senators. Representative in the House are allocated based on population so that maybe what you were thinking of.
