Recently my 2000 Kia Sportage has started to experience power surges in the Lights and AC. At random times both get either brighter or the AC comes out a lot stronger. I am wondering what the problem here is. The Battery is only about 6 months old and the Alternator was replaced 2 years ago. There are no problems turning over the Car. The Lights and the Ac are the only things that are havng the surges nothing else seems effect and no check engine lights are coming on.

The regulator is an internal part of the alternator, and it sounds like the regulator is failing, or you have a diode that is bad in the alternator. In either case, replacing the alternator should resolve the problem. It shouldn't allow the voltage to go much about 13 volts when it's working as it should, and in 2 years the alternator can go bad. Don't rely on just testing it, it may be fine 90% of the time, just go ahead and replace.

While you are at it, make sure the battery connections are tight, and clean, if they aren't that could cause similar things to happen.

Sounds like a problem with the voltage regulator or maybe a bad chassis ground. That's about the only things I can think of at the moment.
