If he is active service then you are entitled to benefits but in order to recieve benifits he needs to change his help care plan its been a while since they explained it to me but if he talks to his CO or Chaplain then they can most likely tell him what it's called, unfortunately this isn't totally free but to my understanding it is very affordable and allows you to have more choice in your health care providers such as yoru doctors and such, this also applies to children. Also once married he will be entitled to a higher COLA sometimes a very much higher COLA and I would look into this before you do anything.

When you say "works" do you mean, as, a govt employee, or as a member of the Air Force?
Either way, not until you are married.
Meanwhile, he should see what has to be done, so once the event does occur,. most of the work and filling out of forms can be done.

Not until you are married. Goverment will pay for his immediate family's health insurance. Since he's not married yet, his immediate family are his parents. Consider marrying before he leaves. Once you get married, you will become his immediate family.

Yes. You will probably have to wait until "open enrollment" to get it, but you are immediately eligible upon issuance of the marriage license.
