Is there a secure program that I can use to keep track of all my accounts and their passwords?

I'm looking for a secure way to store all my passwords and the program needs to be compatable with Windows Vista and can be used on my USB flash drive. Also, freeware is a plus.

Type all in a file, then create a password for that file.
