I think it is wrong to lie. But there is expedience. There is a proverb, the end justifies the means. There is a proverb, the end does not justify the means.
In judgment I think we always need to look at each action discretely, and then in context. To lie is to corrupt the record. We need the record to be accurate. An accurate record helps remove hypocrisy and promotes justice. So in discrete judgment it is always wrong to lie. In context of justification (justification is a kind of alchemy) we look at the outcome. Here I think there exists a protocol. If you are victimized by lies it may be OK to use lies not exceeding your base line environment. Your world view for example. If someone wants to entrap you unjustly by the alchemy of justification this seems to permit you some room to lie.
But this is escalation and it is our duty to lie as little as we can and to endure some harm for the preservation of the record. So I would say suffer as much as you can bear for the accuracy of the record.

It's acceptable to lie to people who are not members of your own race, religion or family ( unless you're acting as parent or caregiver ). government officials lie to their constituents with impunity, and do it regularly. After all, it's for your own good.....
