I know we need a system of checks and balances but wouldn't it deter a lot of criminal activity out there if they thought they'd have to pay the piper for their actions?

If you are referring to days like in the Wild Wild West (in US history), then you may run into the same troubles that occurred back then (you know history will repeat itself if given the chance). But if you are referring to justice found through that of a lone vigilante like Charles Bronson's character Paul Kersey in the "Death Wish" movies, you may have some merit. Although you also may end up with someone taking on that role like Bernhard Goetz, "The Subway Vigilante" from New York, who shot four young black men intending to rob him. A system of checks and balances is always needed, because of the extreme cases that may just go a little too far in serving justice.

I don't think that system can work because there are people out there that might think getting cut off on the highway is reason enough to pull out a gun and start shooting. When you say "pay the piper" who decides who gets to be the piper?
