Yes. Since suspensions are usually for behavioral, not academic factors, unless you have done something like cheating, or if you are violent and it will come across in your references, most colleges don't care about your high school immature behavior.

I did. And I graduated from the four year college, too. As long as your grades are good, it doesn't matter if you were suspended in high school.

You can, but if it was a particularly long or severe suspension, you should take the space where the school you're applying to asks if there's anything else you'd like to tell them about to explain how you've learned from the experience and the steps you've taken so it won't happen again.
